Primary Focus

As a Business Analyst within the Department of State (DoS), Bureau of Diplomatic Security, you will meet with clients, end users and stakeholders to collect software requirements as part of small, but agile software development teams.  These requirements will be documented and submitted for approval.  You will coordinate with the project manager and government clients to take meeting notes and document action items.  All of these requirements will be entered into electronic tracking systems.  This active role demands a visionary BA with a robust background in IT, software, and preferably, Consulting. The BA’s focus will be on scope, and budget, while adhering to the highest standards of quality and security. Your expertise will document the strategic planning, execution, and oversight of complex IT initiatives, making you a cornerstone of our technological advancement.

 

You will be trusted to work on business and change management efforts as part of a larger team.  Providing expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for moderately complex business process engagements. Identifying and analyzing business needs, conducting requirements gathering, and defining scope and objectives. Responsibilities may include, but are not limited to identifying and eliminating duplication, outsourcing opportunities, streamlining, centralizing, business improvement processes, manufacturing improvement processes, and/or vendor selection. Use quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis. Research industry trends for application of process improvement techniques and best practices. 

 

This role will begin with a focus on Business Analysis and Requirements Analysis from a Consulting perspective, but will grow into a Project Manager role with this customer.  This allows current Project Managers who want to work on international law enforcement projects to join our team as a Business Analyst, understand the process, and then take over projects.  It also allows highly talented Business Analysts to join the team, train with the team and self-train into the Project Management role. Responsibilities

  • Identifies and analyzes business needs, conducts business & technical requirements gathering, defines scope and objectives through a variety of techniques such as work sessions and interviews
  • Analyzes and documents complex business requirements and processes; communicates these requirements to appropriate parties (mainly the development team and the business owners)
  • Coordinates, facilitates, and leads meetings with clients to gather and document requirements, or explore potential solutions
  • Participates in technical reviews and inspections to verify 'intent of change' is carried through the entire project
  • Creates complex test case scenarios to be used in testing; conducts/monitors/oversees/documents the testing of business applications to verify that all client requirements are incorporated into the system design
  • Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements
  • Facilitate regular progress meetings, and updates to varying departments
  • Generate and deliver transition status updates to program management and client
  • Uses quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis
  • Researches industry trends for application of process improvement techniques and best practices
  • Partners with business process owners and management on strategic initiatives

Qualifications

 

Minimum Job Skills and Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, Technology, or a related field, with a strong foundation in IT principles and practices.
  • At least 2 years of proven experience in IT business analysis, including Networking-related projects.
  • Demonstrated expertise in documenting requirements, working under Agile processes and tools (e.g., MS Project, JIRA).
  • Exceptional analytical skills, with a track record of motivating teams to achieve excellence.
  • Exceptional writing skills, with a track record of client communication excellence
  • Must possess a current Secret security clearance, with the ability to obtain SCI access as required.
  • May require additional background checks as required by projects and/or clients at any time during employment

 

Minimum Skills:

  • Ability to lead and manage a team of diverse individuals.
  • Willing to work non-traditional schedules/shifts to support team.
  • Excellent written and verbal communication skills, including ability to interact effectively with all levels throughout Company organization.
  • Shall have the requisite skills, expertise, and experience to perform the requirements of each task. Must be extremely detail-oriented and well organized.
  • Skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates.

Preferred Qualifications

  • Consulting background with a Consulting-focused company
  • Certification as a Project Management Professional (PMP) or equivalent a plus
  • Prior experience on software projects within DoS, National Security or other federal agencies, with a deep understanding of their unique operational environments and challenges.
  • Familiarity with the specific IT systems, protocols, and security measures employed by DoS.
  • Outstanding problem-solving, analytical, and decision-making skills, with a proven ability to navigate complex situations and deliver results.
  • Experience in computer science/technology or related field. .

Working Conditions

  • Professional office environment. Must be on-site multiple days per week.
  • Must be physically and mentally able to perform duties for extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.

Pay Range

USD $120,000.00 - USD $150,000.00 /Yr.
