Overview

The Work

The Transportation Project Manager is instrumental in leading and managing transportation services critical to the recovery and reintegration of Soldiers. This role includes strategic planning and oversight of transportation operations to ensure safe, effective, and dignified transit of Soldiers within the National Capital Region. The position demands compliance with all contractual obligations, including budget management and project deliverables, while also requiring hands-on participation in GSA fleet dispatching operations. Close coordination with the client’s Contracting Officer's Representative (COR) is essential to align project objectives and resolve any issues. Adherence to quality control plans, safety regulations, and performance standards are fundamental to support the client’s mission. Close coordination with the Civilian Transportation Coordinator regarding the dispatch schedule, as well as making driver assignments, will be required.

Responsibilities

Key Responsibilities

  • Provide strategic leadership and direction to the transportation team, ensuring compliance with all contractual requirements.
  • Serve as the primary contact for all contractual matters, maintaining responsibility and authority over service delivery.
  • Oversee daily operations, including project planning, budget management, schedule management, conducting transition activities, and contract reporting.
  • Assist with GSA fleet dispatching operations and perform driving duties as needed.
  • Communicate continuously with the COR to align project goals and address any issues.
  • Develop and submit a comprehensive management plan outlining standard practices and procedures for project management.
  • Participate in regular meetings with the COR and other government personnel to review performance and resolve any outstanding issues.
  • Ensure all drivers and personnel are adequately trained in current business management practices and technology.
  • Monitor and control vehicle operations to ensure safety and compliance with all applicable standards and regulations.
  • Maintain records of licenses and training certificates for all personnel.
  • Implement and oversee a customer service plan to address and resolve complaints effectively.
  • Maintain responsibility and authority for the delivery of services including project deliverables and budgetary concerns.
  • Other duties as assigned.

Qualifications

Qualifications – Here’s What You Need

  • A minimum of 5 years of experience in management roles within transportation services, preferably in a federal government or military environment.
  • Demonstrated leadership skills with the ability to manage cross-functional teams effectively.
  • Proficiency in project management software, budgeting, and strategic planning.
  • Strong communication and interpersonal skills, suitable for interaction with military personnel and government officials.
  • Must be able to speak, read, write, and understand English to a standard required for safe operations and effective communication.
  • Must be able to pass Department of Transportation (DOT)-regulated physical exams.
  • Valid Department of Defense Common Access Card (CAC) or the ability to obtain one. Valid state operator's license appropriate for the GFE being operated, with minimum qualifications including Bus drivers/operators Class B with Passenger Endorsement.
  • Must have an Army Accident Avoidance card and complete Army Traffic Safety Program training. Records of these licenses and training certificates must be maintained.
  • Qualified in operating American Disability Act (ADA) equipped vehicles and assisting with the transfer of patients onto shuttles.
  • Cross-trained to perform manual dispatching support and provide dispatch support in the absence of the primary dispatcher.
  • Must have and maintain automobile insurance during time of employment on this contract, including providing a copy of insurance documentation at hire and annually as the policy renews.
  • Must have or be able to obtain a favorably adjudicated NACI (Tier 2 or Tier 3) security clearance or an equivalent or higher investigation.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.

 

Preferred Qualifications:

  • Bachelor's degree in Business Administration, Logistics, Transportation Management, or a related field.
  • Advanced degree in a related field.
  • Professional certifications in transportation or logistics management.
  • Experience managing services for wounded, ill, or injured service members.
  • Familiarity with Quality Assurance Surveillance Plan (QASP) and related performance standards

Reports to: Program Manager

 

Working Conditions

  • Capable of performing outdoor work under all climatic conditions
  • Based primarily in an office environment within government facilities at NSAB and Fort Belvoir installations.
  • May require outdoor work and exposure to various weather conditions for overseeing transportation operations.
  • Availability for emergency response and reporting to designated locations within the required timeframe.
  • Some travel within the National Capital Region may be required for meetings, training, or support of transportation services. Requirement for occasional travel outside the client’s site.
  • Ability to respond and adapt to changing schedules.
  • Varied environmental conditions within the National Capital Region.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
