Overview

The Program Manager II spearheads contract execution, ensuring all services under FASTC meet or exceed performance expectations. This strategic role involves comprehensive oversight of critical contract functions including staffing, resource management, and ensuring high-quality support for all personnel.

Responsibilities

  • Serve as the primary coordinator for all contractor-related functions affecting contract performance.
  • Engage in regular interactions with government Contracting Officers, Representatives, and Technical Monitors.
  • Supervise risk mitigation strategies and uphold the continuity of operations in all contract-related activities.
  • Advise on and manage the technical scope of the contract for optimal performance.
  • Achieve HR objectives by managing processes related to recruiting, orienting, training, counseling, and disciplining employees.
  • Enforce company policies and procedures while reviewing and establishing fair compensation actions.
  • Ensure compliance with and fulfillment of the contract SOW, including reporting duties and personnel qualification.
  • Plan, schedule, and manage contractor personnel to align with operational goals.
  • Oversee fiscal management activities to ensure efficiency and accuracy of invoicing and budgeting.
  • Maintain professional standards and address any personnel behavior negatively reflecting on the Department of State or the contractor company.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in Business, Management, or Security Administration related fields.
  • A minimum of 25 years of professional experience, with at least 15 years managing large government programs.
  • At least six (6) years' experience as a senior program manager fulfilling government contract requirements.
  • Extensive leadership and supervisory experience (15+ years) with a focus on Diversity Initiatives, HR, and EEO within a government workforce.
  • Experience managing contracts over $30 million and workforce size of over 250 personnel.
  • Familiarity with DOS policies and procedures, both domestically and internationally.
  • Knowledge of security operations of U.S. Embassies and Consulates.
  • Demonstrated capability in planning, evaluating, analyzing, and implementing government programs.
  • Prior leadership experience in adult education for security professionals is an asset.
  • Due to the nature of work performed at the clients’ facility, U.S Citizenship is required.
  • Top Secret Clearance is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Pay Range

USD $180,000.00 - USD $230,000.00 /Yr.
