Responsibilities

Description of General Duties:

  • Responsible to assure contract compliance, coordinating subordinate employee recruitment, selection and training, performance assessments, work assignments, salary and recognition/disciplinary actions.  The ability to supervise and make decisions with only moderate directions pertains to the Range Control operations.  Must have knowledge of the implementation of maintenance management systems, procurement, material, manpower management, and quality assurance programs.
  • Work under the direction of the FTTR Operations Manager to meet mission objectives.  Responsible for all aspects of the Range Control operations.
  • Supervise RCO personnel in conducting operations.  Supervise and evaluate the training and progress of assigned personnel.  Review and ensure accuracy/completeness of RCO training records.  Conduct monthly testing and annual certification evaluations.
  • Directly responsible to NAWDC N38 for all Doctrine/Policy matters.  Performs all duties as a Range Control Officer as outlined in Range Control Officer (RCO) – (FC-33B) Fallon Position Description.  Review and ensure compliance with all inspections and evaluation reports.  Identify areas for cost reduction.
  • Ensure compliance with security procedures, control of visitors, safeguarding area equipment and documentation is in accordance with Industrial Security Regulations and directives of the Security Specialist.  Attend FTTR Engineering meetings to keep abreast of tasks affecting assigned equipment.  Attend Range Department meetings that affect policies/procedures directly impacting range operations.
  • Monitor sites’ Government Property Inventory.  Provide written reports to FTTR Operations Manager for inclusion into CDRL requirements.  Validate proper documentation on equipment and supply actions.  Assign workloads, priorities, and provide guidance and training to assigned personnel.
  • Submit and maintain incident reports, supply requisitions, and other documentation as required.  Understand and observe all safety practices.  Follow all applicable FTTR Plans, Range Operating Instructions (ROIs) and Standard Operating Procedures and Work Instructions (WIs).  Ensure cleanliness of work site.  Maintain a positive workplace environment and promote increased customer satisfaction

 

Qualifications

Minimum Education Requirements:

  • High School Diploma or equivalent
  • Bachelor of Science degree in technical or business discipline desired

 

Minimum Experience Requirements:

  • Eight years documented experience in tactical military aircraft as an aviator
  • Five years directing/managing training in electronic warfare, weapons delivery, training range operations, or tactics development and evaluation programs
  • Operational experience on the Fallon Tactical Training Range and familiarity with airspace management/control highly desirable
  • Eight years as a Fallon Range Control Officer may be substituted and used as qualification for this position
  • Must be skilled in both verbal and written communication in English

 

Minimum Position-Specific Training Required:

  • Documented military training and experience may be substituted for education and management experience requirements
  • Completion of FTTR orientation training
  • Completion of RCO Job Qualification Standards (JQS) within 180 days of employment assignment
  • Quality Assurance training
  • Possess a valid state Driver’s License

Citizenship and Security Clearance Requirements:

  • US Citizen
  • Obtain and maintain the appropriate level of clearance

Work Environment, Physical Demands, and Mental Demands: 

  • Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. 
  • Routine travel to remote site facilities may be involved.
