SALARY:

$135,200 - $156,000

 

The Project Manager will oversee the successful implementation of the Budget Planning Tool project for the Department of State Health Services (DSHS) Chief Financial Office (CFO). The Project Manager (PM) will collaborate with program and IT teams to manage all aspects of the project lifecycle, ensuring it is delivered on time, within budget, and meets all project goals. Key activities include facilitating meetings, managing milestones, tracking deliverables, addressing risks and issues, and providing detailed project reporting. The PM will be responsible for maintaining communication and fostering strong relationships with stakeholders to ensure alignment and success.

Responsibilities

  • Develop and manage project plans, ensuring alignment with timelines and objectives.
  • Facilitate meetings with internal teams, stakeholders, and project sponsors to ensure progress and alignment.
  • Oversee and guide project milestones, deliverables, and scope management.
  • Document and manage project risks, issues, and contingency plans, ensuring swift resolution and escalation as needed.
  • Track project budgets, ensuring accuracy and adherence to financial objectives.
  • Develop and present weekly status updates, detailed progress reports, and regular project updates to teams and stakeholders.
  • Manage change requests and ensure their successful integration into the project plan.
  • Provide strong oversight of the Software Development Life Cycle (SDLC) to ensure business requirements are appropriately translated into actionable technical specifications.
  • Leverage Agile methodologies, managing projects with feature-driven sprints.
  • Ensure program assignments align with established timelines, tracking development progress.
  • Maintain relationships with project sponsors and stakeholders, fostering collaboration and ensuring transparency.
  • Represent the project during stakeholder engagements, effectively presenting updates and gathering feedback.
  • Operate in a collaborative and fast-paced environment, driving efficiencies and innovation within the project team.
  • Ensure alignment with organizational standards, policies, and best practices related to agile frameworks and project management.
  • Other duties as assigned.

Qualifications

Here’s What You Need

  • 5+ years of experience implementing and utilizing Agile methodologies and best practices for one or more State of Texas Agencies.
  • PMP certification preferred to have been held for 2+ years (proof of certification may be requested).
  • 10+ years of experience managing projects with large-scale implementations across organizations.
  • Proven history of developing and managing project plans, documenting risks, and implementing contingency plans.
  • Ability to research, gather, assemble, and analyze facts to present clear, concise reports and solutions to complex problems.
  • Experience directing the development of SDLC artifacts and translating business requirements into technical specifications.
  • Strong experience maintaining effective relationships with multiple project sponsors and stakeholders.
  • Proven ability to track, document, and report project progress through weekly status updates and regular team meetings.
  • Expertise in Agile methodologies, including managing projects with feature-driven sprints and tracking assignments against timelines.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Excellent skills in communication and presentation, with the ability to appropriately summarize and escalate issues.
  • Strong analytical and problem-solving capabilities, with a collaborative mindset in fast-paced environments
  • Excellent written and verbal communication skills and the ability to connect with a variety of audiences.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

 

Preferred Qualifications

  • Experience: 5+ years of experience implementing and utilizing Agile methodologies and best practices for one or more State of Texas Agencies.

Reports to: Program Manager

 

Working Conditions

  • Professional  office environment.
  • Ability to work on-site in Austin, TX. Position will be 2 days remote with 3 days (Tuesdays, Wednesdays, Thursdays) required to be onsite.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
