The Work

The Training Lead/Project Manager Level I contributes significantly to the client’s mission of safeguarding the homeland through effective workforce preparation and organizational alignment with strategic objectives. The Training Lead/ Project Manager I shall have in depth knowledge of training practices and techniques.

 

This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

Key Responsibilities

  • Develop and manage project scopes, objectives, timelines, deliverables, and milestones.
  • Collaborate with the client’s program offices and external partners to outline project goals and resource requirements.
  • Serve as the primary point of contact for stakeholders, including leadership, front-line employees, and contractors.
  • Facilitate regular communication with cross-functional teams to ensure alignment between training strategies and organizational goals.
  • Identify and analyze project risks, dependencies, and potential roadblocks.
  • Develop and implement risk mitigation strategies to ensure project success.
  • Assist in organizing and overseeing training materials and personnel resources.
  • Ensure that contracts, vendors, and logistical elements align with project activities.
  • Performance Monitoring and Reporting:
  • Assess project performance against established metrics (e.g., schedule compliance, training success rates).
  • Prepare and submit weekly, monthly, or on-demand status reports to leadership.
  • Track project costs and assist in aligning expenditures with the allocated budget.
  • Provide recommendations for cost-saving measures and financial adjustments.
  • Conduct needs assessments to identify knowledge gaps, skills shortages, and training priorities within the client’s teams.
  • Work with functional and subject matter experts to align training objectives with the client’s mission-critical goals.
  • Oversee or contribute to the creation of training courses, materials, and programs.
  • Ensure training materials comply with the client’s policies and are tailored to audience needs.
  • Coordinate and schedule training sessions, workshops, and e-learning modules.
  • Oversee on-site and virtual training delivery to ensure consistency and quality.
  • Gather feedback from trainees, supervisors, and other stakeholders to assess the effectiveness of training programs.
  • Revise and update training programs based on evaluation results and evolving mission needs.
  • Work collaboratively to design and refine the overall training strategy for workforce development.
  • Ensure compliance with the client’s-specific training standards such as Federal Acquisition Institute (FAI) or Learning and Development Competency frameworks.
  • Provide one-on-one training and mentorship for employees transitioning into new roles or responsibilities.
  • Offer coaching to team leads or managers on effective mentoring and training strategies.
  • Ensure that all projects and training programs comply with relevant client and federal guidelines (e.g., Federal Acquisition Regulation (FAR), Federal Information Security Management Act (FISMA), Executive Orders on training).
  • Maintain operational awareness of the client’s-specific directives, memoranda, and performance policies.
  • Data Protection and Privacy Standards:
  • Work to ensure training content and implementation processes comply with information security and privacy guidelines, adhering to the client’s robust security mandates.
  • Familiarity with enterprise systems and training platforms such as the Learning Management System (LMS).
  • Supporting FEMA in delivering incident response training modules focusing on disaster recovery efforts.
  • Leading USCIS workforce training on evolving immigration policies and procedures.
  • Managing implementation of cybersecurity training programs for the client’s staff. 
  • Other duties as assigned.

Qualifications

Qualifications – Here’s What You Need

  • A minimum of three (3) years’ experience designing and delivering training in any field.
  • DHS Suitability
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

 

Desired Qualifications:

  • Relevant DHS experience strongly preferred.
  • Bachelor’s Degree preferred.

Working Conditions

Pay Range

USD $95,000.00 - USD $115,000.00 /Yr.
