The Business Analyst III, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected, while serving as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). This role will plan and accomplish goals to support business and technology initiatives, acting as a key liaison between the business community and IT teams, utilizing significant creativity and latitude to drive solutions that align with organizational objectives. This position will perform senior level consultative services and technical assistance work in the area of DSHS analysis for program related activities.

 

This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
  • Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models, data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
  • Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
  • Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
  • Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Analyzes DSHS priority initiatives and special projects utilizing business analysis best practices in coordination with agency business and program units.
  • Works with staff to initiate, facilitate or participate in projects to maximize the success of multiple and diverse projects.

Qualifications

Here’s What You Need

  • 8 years’ experience reflecting the ability to research, gather, assemble, correlate and analyze system requirements; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.
  • 8 years’ experience with developing and presenting reports identifying gaps in functionality and operational effectiveness to executive stakeholders.
  • 8 years’ experience with developing or contributing in the development of as-is / to-be process models to identify opportunities for greater operational efficiencies. Skilled in effectively mapping business processes and identifying process improvements and skilled in planning .
  • 8 years’ experience with the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • 8 years’ experience working with functional teams to understand current and upcoming needs not currently met with existing processes and technology solutions.
  • Experience with business process reengineering and identifying new applications of technology to business problems to make business more effective.
  • Experience working understanding of the business analysis areas of knowledge and its associated activities and tasks.
  • Experience in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Experience in effective verbal and written communications with both IT and business professionals and clients.
  • Must possess problem-solving skills.
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.
  • Ability to work under limited direction with extensive latitude for the use of initiative and independent judgment.

 

Preferred Qualifications:

  • 5 years’ experience creating strong relationships with project stakeholders. Must possess strong communication and presentation skills. Work with stakeholders to identify, define and document requirements
  • 8 years’ experience developing strategic and project SDLC materials, including gap analysis, recommendations, roadmaps, requirements, design documents, test cases, and use cases.
  • 1 years’ experience possessing UX design experience

Reports to: Program Manager

 

Working Conditions

  • Professional office environment.
  • Ability to work on-site in Austin, TX.
  • Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
