The Work

The Data Engineer understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Responsibilities

  • Build and maintain ETL pipelines to support the generation of the DAP/PMAS report.
  • Ensure accurate integration of Medicaid Personal Care Services data within the data hub.
  • Collaborate with stakeholders to define report specifications and validate report outputs.
  • Set up and configure infrastructure components required for data integration, including servers, databases, and middleware.
  • Ensure the scalability, security, and reliability of the data integration hub infrastructure.
  • Maintain alignment with enterprise architecture standards and security protocols.
  • Design, Development, and Implementation (DD&I) of Data Integration Hub
  • Participate actively in planning, development, testing, and deployment phases of the project lifecycle while adhering to agile practices.
  • Interpret business goals into actionable performance metrics and ensure design alignment with performance targets.
  • Conduct rigorous testing to confirm system capacity meets end-user needs.
  • Work collaboratively with agile teams to deconstruct project requirements into detailed user stories and tasks.
  • Ensure epics and user stories are prioritized and deliver value incrementally throughout sprints.
  • Develop robust automated pipelines to acquire data from diverse sources, ensuring accuracy, timeliness, and completeness.
  • Leverage tools such as Informatica PowerCenter/IICS to streamline and automate ETL processes.
  • Write advanced SQL scripts to implement data transformations and ensure compatibility with dimensional data models.
  • Optimize SQL queries for performance and functionality in Oracle environments.
  • Conduct integration testing to ensure the seamless functionality of varied components.
  • Perform load and stress testing to validate system performance under high-volume and peak-load conditions.
  • Oversee the deployment of data pipelines, infrastructure, and reporting services for both internal and external audiences.
  • Ensure the publishing of data and reports complies with organizational standards and accessibility requirements.
  • Serve as a technical leader within the agile team, guiding and mentoring team members through development cycles.
  • Actively participate in sprint planning, daily stand-ups, sprint reviews, and sprint retrospectives.
  • Provide input on backlog grooming and sprint goal alignment with organizational objectives.
  • Acquire data from a variety of sources and apply advanced transformations to structure data for analytical use cases.
  • Collaborate on strategies for large-scale data acquisition and integration into the dimensional data model.
  • Partner with the Data Engineering and Architecture teams to implement optimal data designs, ensuring scalability and flexibility.
  • Design automated verification and validation processes for SQL scripts, ETL pipelines, and database views.
  • Ensure data integrity through operational checks and quality assurance practices.
  • Collaborate closely with team members and stakeholders to tackle technical challenges and deliver timely solutions.
  • Escalate critical issues to leadership with actionable recommendations for resolution.

Collaborate with operations teams to ensure smooth functioning and uptime of the infrastructure.

  • Recommend improvements and enhancements to the data integration hub based on trending requirements, metrics, and user feedback.
  • Innovate by staying up-to-date on new technologies, proposing their adoption where they align with organizational goals.
  • Create comprehensive technical documentation, including specifications, diagrams, and design artifacts, to support implementation and maintenance.
  • Participate in sessions to derive detailed requirements and contribute to system design decisions, ensuring alignment between business needs and technical capabilities. Interpret new or evolving business requirements, assess their impact, and design corresponding enhancements or changes to current systems.

Qualifications

Here’s What You Need

  • 8 years’ experience developing mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
  • 8 years’ experience acquiring and integrating data from multiple data sources/technologies using Informatica Power Center or IICS for use by a Tableau data visualization object. Data source techs should include Oracle, SQL Server, Excel, Access and Adobe PDF.
  • 8 years’ experience designing and developing complex Oracle and/or Snowflake SQL scripts that are fast and efficient
  • 8 years’ strong analytical and problem-solving skills with experience as a system analyst for a data analytics, performance management system, or data warehousing project.
  • 8 years’ experience technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), and the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
  • 8 years’ experience in planning and delivering software platforms used across multiple products and organizational units.
  • 8 years’ proven ability to write well designed, testable, efficient code by using best software development practices
  • Data Visualization: Skill in presenting complex data and AI insights in a clear, concise, and understandable visual format
  • Empathy and User Advocacy: Deep commitment to understanding user needs and advocating for user-centered design principles
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

 

Desired Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, or Business or equivalent experience.
  • 4 years’ experience on an agile sprint team
  • 4 years’ understanding of security principles and how they apply to healthcare data
  • 4 years’ experience with state of the art software components for a performance metrics data visualization or business intelligence environment
  • 4 years’ experience in the Healthcare Industry
  • 4 years’ experience with an HHS agency
  • 4 years’ experience working with PII or PHI data
  • 4 years’ experience designing and developing scripts using Python
  • 4 years’ experience with JIRA software
  • 2 years’ functional knowledge or hands on design experience with Web Services (REST, SOAP, etc.)
  • 2 years’ experience designing and developing code using Java and JavaScript
  • 2 years’ experience developing CI/CD pipelines with GitHub and Git Actions
  • 2 years’ experience as a Mulesoft developer
  • 2 years’ experience developing code in C#

Working Conditions

  • Professional on-site office environment.
  • Must reside in the Austin area.
