Employment in this role is conditional upon successful execution of the contract by the client.

 

The Work

The Project Manager III supports critical initiatives focused on data integration, project oversight, and compliance with the client’s  Framework. The position plays an integral role in managing IT deliverables critical to the client’s mission.

Responsibilities

  • Plan, budget, oversee, and document all aspects of assigned projects in the PMAS portfolio.
  • Develop and oversee resource allocations, work plans, and project schedules for assigned initiatives.
  • Establish and manage strategic project roadmaps in collaboration with the TSS vendor, state agency divisions, and federal stakeholders.
  • Ensure ongoing risk identification, mitigation, and resolution by coordinating with project leadership.
  • Work seamlessly with various IT teams, the Office of Data Analytics & Reporting, and business stakeholders to deliver compliant and high-quality project outcomes.
  • Serve as a bridge between the Office of the Chief Data Architect and Office of Data Analytics & Performance, ensuring cohesive progress.
  • Participate in daily scrums and manage scoping meetings to track status and resolve impediments.
  • Develop and publish project management deliverables in compliance with DIR’s Project Delivery Framework.
  • Lead procurement-related efforts, such as creating RFPs (Requests for Proposals), to define services and deliverables required for data integration solutions.
  • Prepare and submit federally approved documentation (e.g., IAPDs) to secure matching federal funds for program expansion.
  • Oversee initiatives to expand HHS data integration efforts with various departments across HHSC.
  • Collaborate on advanced analytics initiatives, particularly around Cloud Analytics for Access & Eligibility Services Reporting.
  • Ensure delivery and communication align with federal, state, and agency standards, including requirements for data management and technology.
  • Maintain open, proactive communication with all relevant stakeholders to ensure goal alignment and forward progress.
  • Other duties as assigned.

Qualifications

Here’s What You Need

  • Certification in Project Management by a recognized project management organization, proof required.
  • 8 years’ experience IT project management experience.
  • 8 years’ Work experience in the information technology industry with at least 5 years of experience involvement in data management solutions (i.e., data warehouses, data lakes, etc.), data analytics/business intelligence, web-based (J2EE) development, or SOA-rela.
  • 8 years’ experience with  progress monitoring to plan through effective use of risk management practices.
  • 8 years’ experience with keeping leadership updated on project issues and progress.
  • 8 years of complete experience with the project management lifecycle (PMLC) and software development lifecycle (SDLC) required.
  • 8 years of leading project sprints using Agile methodologies, including planning increments, backlog grooming, sprint planning, daily scrums and retrospective, and Kanban.
  • 8 years of experience tracking full project budget and entering actual costs in project tracking tool
  • 8 years of experience in developing clear, concise project documentation
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

 

Preferred Qualifications

  • 6 years of prior experience in healthcare, specifically public health.
  • 6 years of experience managing Health and Human Services agency.
  • 6 years of experience managing multi-agency or multi-IT department initiatives.
  • 5 years of experience of managing relationships weekly activities of TSS Spirit Teams with the State of Texas.
  • 5 years’ experience effectively managing resources in a mixed functional and matrixed project environment.
  • 5 years’ experience with the ability to develop, document and execute project management plans, work plans and quality plans.
  • 5 years’ experience in the full lifecycle from analysis and planning to development and deployment.
  • 5 years of experience in building and managing IT project teams with emphasis on ability to motivate individuals to excel and exceed expectations.
  • 3 years’ experience with access & eligibility programs.

Reports to: Program Manager

 

Working Conditions

  • Professional office environment.
  • Ability to work on-site in Austin, TX.
  • Normal business hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
