Overview

The Work:

The Senior Proposal Manager is responsible for developing timely, high-quality, and competitive proposals. This position will work with Managers and Business Development professionals to identify and vet opportunities through government procurement websites and other similar public sources of information. The Senior Proposal Manager will develop responses to RFIs, Sources Sought, RFPs, RFQs, etc., as well as presentations, proposals, and quotations and ensure that deliverables are aligned with company standards. This role will facilitate and manage the entire proposal management process. The Senior Proposal Manager works to edit and design proposal documents from start to finish.

Responsibilities

Key Responsibilities:

  • Create the layout, formatting, and design of proposals in compliance with client requirements.
  • Draft proposal portions such as introduction, overview, project approach, and cover letter.
  • Manage the entire proposal creation process, including but not limited to creation of compliance matrices and drafts, preparing all materials required for color team reviews, facilitating color team meetings and other necessary meetings, and overseeing final production.
  • Synthesize proposal materials in a client-ready ready package.
  • General to advanced knowledge of procurement websites of government agencies and departments. Understand how to utilize the tools offered by each website to highlight current and future opportunities.
  • Perform daily queries on procurement websites, ability to provide a preliminary evaluation of opportunities for a potential bid.
  • Manage past performance citations, resumes, and proposal reuse materials libraries.
  • Interface with sub’s and prime to gather proposal document data.
  • Understand capabilities/offerings and how they can possibly translate into potential work.
  • Understand how to navigate various procurement websites to find relevant information leading to opportunity recognition and evaluation.
  • Ability to make the right call regarding opportunities and their applicability to company capabilities and client alignment. Knowing when to escalate opportunities to the next level.
  • Ability to format documents into a succinct, cohesive format based on marketing or proposal guidelines and templates.
  • Ability to work closely with Executive Management, multiple Subcontractors, and Government stakeholders.
  • Communicates the progress of proposals to Executive Management.
  • Ability to be flexible and work in a problem-solving environment.
  • Outstanding work habits and dedication to the company and its success.
  • Ability to work in a repetitive environment, maintaining focus and understanding of the objectives of the role.
  • Meet commitments and maintain status updates in TechnoMile.
  • Other duties as assigned.

Qualifications

Qualifications – Here’s What You Need:

  • Four-year degree with 4 years of experience in technical writing or proposal writing, preferred.
  • Two-year associate’s degree or seven (8) or more years of work experience in a broad range of business and government-related environments, minimum.
  • Prior Federal Government proposal experience, required.
  • Advanced to Expert in Shipley or equivalent proposal processes and compliance.
  • Experience reading and analyzing Government requests for proposal (RFPs), requests for quotation (RFQs), Sources Sought, and Requests for Information (RFI).
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills Required:

  • Strong interpersonal skills with the ability to communicate in a professional, and articulate manner with individuals from diverse backgrounds
  • Excellent verbal and written communication
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Must be computer literate with proficiency and working knowledge of common database and reporting tools
  • Must have extremely strong word processing, organization, verbal communication, and writing skills
  • Proficient in Microsoft and Adobe products including Excel, Word, PowerPoint, Acrobat, etc.
  • Ability to navigate structured websites, by using unstructured keyword searches to find opportunities relevant to capabilities
  • Ability to accurately and timely complete required documentation and meet deadlines

Working Conditions:

  • Professional remote office environment.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.

Pay Range

USD $115,000.00 - USD $130,000.00 /Yr.
