- Minimum of eight (8) years of progressive experience in a Business Data Analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
- At least eight (8) years of demonstrated success leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
- Minimum of eight (8) years of demonstrable expertise with Medicaid Information Technology Architecture (MITA), including practical application in complex system environments; experience with MITA State Self-Assessments (SS-A) is highly desirable.
- At least eight (8) years of experience with business modeling, demonstrating expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), and ArchiMate.
- Minimum of eight (8) years exhibiting superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
- At least eight (8) years of excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all organizational levels.
- Minimum of eight (8) years of strong negotiation, facilitation, and conflict resolution skills in complex project environments.
- Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field (Master’s degree preferred).
- At least eight (8) years of demonstrated ability to work successfully with technical and non-technical groups on complex business problems.
- Minimum of eight (8) years’ experience driving measurable improvements in operational efficiency and service delivery.
- At least eight (8) years of strong understanding and practical application of enterprise architecture frameworks such as TOGAF.
- Minimum of eight (8) years analyzing and evaluating current business methods and procedures for improvements, including strong oral and written communications skills.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:

- Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
- Ability to analyze systems and procedures

- Ability to handle sensitive and confidential information appropriately.
Preferred Qualifications:
- Minimum of four (4) years’ experience working within a government or public sector environment.
- Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
- Minimum of four (4) years’ familiarity with Agile methodologies and Scaled Agile Framework (SAFe).
- Strong preference for at least two (2) years of direct, hands-on experience with Texas Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).

Reports to: Program Manager
Working Conditions
- Professional office environment, with the ability to work onsite in the main office.
- Must reside in the Austin area.
- Must be physically and mentally able to perform duties extended periods of time.
- Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
- Must be able to establish a productive and professional workspace.
- Must be able to sit for long periods of time looking at computer screen.
- May be asked to work a flexible schedule which may include holidays.
- May be asked to travel for business or professional development purposes.
- May be asked to work hours outside of normal business hours.
- Travel costs, per diem, and other related expenses must be pre-approved in compliance with State of Texas travel guidelines.
