Employment in this role is conditional upon successful execution of the contract by the client.

 

The Work

Program Management Analyst I is responsible for financial and contract deliverable compliance and documentation. Performs a variety of advanced accounting and budgetary activities as they relate to specific staffing and training programs. Responsible for the set-up and reporting of contract costs in accordance with all terms and conditions of the contract. Supports the Program Manager in administering contract set up, creating and maintaining fiscal year plan, rolling forecasts, and project/program EACs, and all other financial needs. Performs program financial set-up and operation. Responsible for tracking and properly documenting contract Deliverables.

Responsibilities

Key Responsibilities

  • Advises PM and customer on financial matters; analyzes and formulates budgets; analyzes and reports financial data.
  • Analyzes financial information to project future revenues or expenses.
  • Compiles data for financial reports.
  • Computes financial data; consult with managerial or supervisory personnel.
  • Drafts or maintains budgeting databases.
  • Monitors operational budget.
  • Monitors all travel expenses and manages the Expense Reporting process.
  • Monitors and reports contract funding and burn rate.
  • Monitors contract activity and advises Billing Services Manager of any issues that may impact the company’s ability to bill and collect in a timely and accurate manner.
  • Manages internal timesheet auditing and reporting; responsible for working directly with Site Managers and employees to ensure compliance.
  • Manages internal subcontractor invoice auditing and reporting.
  • Manages contract workforce files including labor rates, budget ceilings, and other key metrics.
  • Manages contract deliverables required by contracts and/or management personnel.
  • Completes and delivers ad hoc contract deliverables, such as Driver’s License report and Hearing/Lead Testing; works with internal and external entities to do so as assigned by management.
  • Responsible for ISO 9001 compliant filing and sharing of contract deliverable documentation in SharePoint or other corporate databases.
  • Supports and participates in DCAA audit requests and inquiries.
  • Ensures compliance with company policies, procedures and other practices, staying abreast of them through interaction and collaboration with internal financial and management entities, attending meetings and training.
  • Exercises independent judgment and initiative.
  • Functions as a full PMO member accepting and completing ad hoc requirements, administrative taskings, and other duties when assigned.
  • Other duties as assigned.

  • Must possess a high school diploma.
  • Five (5) or more years relevant work experience or three (3) years with a bachelor’s degree.
  • Knowledge of FAM, and GTR/FTR policies, practices and procedures.
  • Secret Clearance is required.
  • Due to the nature of work at the client’s site, U.S. Citizenship is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Must be highly organized and have excellent oral and written communication skills in order to interface with DS personnel and other government agencies at all levels
  • Ability to handle multiple tasks simultaneously
  • Ability to communicate effectively orally and in writing
  • Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint). Solid Excel experience is a must
  • Experience working with databases
  • Knowledge of basic accounting skills is helpful
  • Ability to work independently
  • Strong interpersonal and collaborative skills
  • Exercises independent judgment and initiative

Working Conditions

  • Professional office environment, with the ability to work onsite in the main office.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.

Pay Range

USD $78,622.00 - USD $108,076.00 /Yr.
