The Work

The Senior PeopleSoft HCM HR/Payroll Analyst performs highly advanced, senior-level consultative services and functional assistance in support of the CAPPS (Centralized Accounting and Payroll/Personnel System) Program. This position serves as the primary functional subject matter expert (SME) for the CAPPS HR/PY Payroll module in PeopleSoft HCM 9.2, providing end-to-end payroll functional support, configuration, troubleshooting, project participation, and cross-functional coordination for a large statewide user community.

Responsibilities

  • Perform highly advanced consultative services and functional assistance related to supporting the CAPPS Program.
  • Serve as the primary functional SME and module owner for the CAPPS HR/PY Payroll module in PeopleSoft 9.2.
  • Provide day-to-day functional support for the PeopleSoft 9.2 Payroll module.
  • Troubleshoot complex payroll issues, including calculation errors, retro pay, tax discrepancies, and integration failures.
  • Support the full payroll cycle, including:
    • Pay calendars
    • Paysheets
    • Payroll calculation
    • Payroll confirmation
    • Post-confirmation auditing
  • Maintain and optimize payroll configuration, including earnings codes, deduction codes, garnishments, tax setups, pay groups, and tax reporting elements.
  • Collaborate closely with Time & Labor and Human Resources (HR) teams to ensure accurate end-to-end business processes and data flows.
  • Create, modify, and troubleshoot PS/Queries for payroll reporting, data validation, and reconciliation.
  • Partner with technical teams to support enhancements, integrations, data loads, and application fixes.
  • Assist in applying PUM updates, testing patches, and validating tax updates as they apply to payroll.
  • Document functional procedures, test scripts, and configuration changes in alignment with audit and SOX/SOC-1 requirements.
  • Provide user support, training, and functional guidance to payroll operations teams and agency personnel.
  • Participate in audit activities and ensure adherence to internal controls and compliance requirements.
  • Provide agencies with assistance with quarterly Form 941 reconciliations and resolution of discrepancies.
  • Perform Calendar Year-End (CYE) configurations specific to CAPPS Central processing.
  • Perform W-2 processing, including creation of W-2 PDF files and related reconciliations.
  • Collaborate and coordinate with Payroll Policy staff to file W-2/W-3s with the Social Security Administration accurately and on time.
  • Configure payroll components, including earning codes, accumulators, pay groups, rate codes, pay calendars, deductions, garnishments, and commitment accounting.
  • Run payroll cycles, including:
    • On-Cycle
    • Off-Cycle
    • Return Monies
    • Cancellations/Reversals
  • Troubleshoot payroll errors and resolve production issues in a timely and controlled manner.
  • Create and validate W-2 forms during CYE, including oversight of corrections and reissues.
  • Provide oversight for tax update implementations and confirm correct application to CAPPS HR/PY.
  • Handle Right-to-Stop incentives and other specialized payroll treatments as required.
  • Provide oversight for 3rd-Party Sick Pay during CYE, ensuring compliance and accurate reporting.
  • Create and support synchronization of CAPPS payroll with SPRS/USAS using online interface processes in CAPPS.
  • Support payroll approval workflows and integrations between systems, ensuring accuracy and timeliness of approvals.
  • Configure and maintain core HR and payroll-related tables (job codes, positions, departments, compensation, etc.).
  • Demonstrate strong understanding of HR business units, SetIDs, and table structures within PeopleSoft HCM.
  • Configure and maintain Approval Workflow Engine (AWE) workflows, including routing, approvals, notifications, and escalations.
  • Create queries using PS/Query and SAP Business Objects for analysis, reporting, audit support, and data validation.
  • Provide functional support for the CAPPS HR/PY applications and serve as a primary point of contact for CAPPS agencies.
  • Lead or participate in the CAPPS HR/PY functional design phase, including:
  • Creating and/or reviewing Functional Design Documents (FDDs)
  • Performing functional configuration system changes
  • Leveraging PeopleSoft delivered features such as Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and related tools.
  • Oversee and coordinate AWE – Approval Workflow Engine responsibilities, including:
  • Workflow configuration and setup
  • User and role management
  • Notifications and worklist management
  • Monitoring workflow performance and troubleshooting issues
  • Supporting customization and extensibility as approved
  • Ongoing workflow performance monitoring and maintenance
  • Testing and documentation of workflow changes and releases
  • Apply strong technical skillsets to support functional work, including:
    • Application Designer (records, fields, pages, components)
    • Integration Broker (Web Services, REST/SOAP integrations)
    • SQR and BI Publisher report customization and troubleshooting
  • Strong SQL proficiency for analysis, updates, and data synchronization
  • Demonstrate understanding of PeopleSoft security concepts, including State of Texas multitenancy requirements and role-based access.
  • Plan, design, develop, implement, support, and maintain information technology security measures to safeguard payroll and HR information.
  • Ensure that only accurate data is produced, that security (including multi-tenancy) is enforced, that the system performs efficiently, and that all applicable policies are enforced.
  • Monitor all payroll batch jobs, including:
    • Tracking job schedules
    • Monitoring job execution and performance
    • Detecting and responding to failures and performance issues
    • Validating job output and results
    • Managing job dependencies and sequences
    • Performing performance tuning activities in collaboration with technical staff
    • Maintaining documentation and run books
    • Ensuring appropriate communication and escalation for job issues
    • Ensuring compliance when schedules must be altered (e.g., holidays, legislative changes)
  • Maintain knowledge and effective use of tools and environments, including:
    • PUM (PeopleSoft Update Manager) and Change Assistant
    • Fluid UI changes and page navigation
    • Lifecycle management and selective adoption strategies
    • Elasticsearch/Search Framework configuration and usage
    • Data migration processes and compare report analysis
  • Collaborate effectively across functional, technical, security, and business teams.
  • Apply strong analytical and problem-solving skills to troubleshoot and resolve complex issues.
  • Interpret State of Texas HR policies and translate them into system configuration and code modifications that maintain compliance.
  • Conduct requirements gathering for break/fix items, enhancements, and new initiatives.
  • Develop and execute documentation and testing (UAT, regression testing, integration testing) to support controlled changes.
  • Manage incidents using tools such as ServiceNow and BOSSDesk, maintaining synchronized and timely updates across systems.
  • Communicate effectively with policy personnel, other analysts, more than 100 agencies, and Managed Services Tier 3 vendor partners.
  • Understand and account for interdependencies with legacy systems (SPRS, HRIS, and others).
  • Provide structured cross-training and mentoring to support junior analyst skill development.
  • Provide comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
  • Participate in and coordinate project activities, including:
  • Expansion projects that include additional module implementations or enhancements for agencies
  • Cyclic processes such as:
    • Fiscal year-end
    • Calendar year-end
    • W-2/1095-C creation and distribution
    • State of Texas legislative changes
    • Federal mandates
    • Third-party integrations and changes
  • Perform all duties following CPA processes, policies, and procedures, within project scope and on schedule, in accordance with milestones, deliverables, and due dates.
  • Oversee and coordinate Fiscal Year-End activities, including:
    • Planning, scheduling, and communication with agencies and stakeholders
    • Reconciliations and verifications of payroll and commitment accounting
    • System configurations and maintenance specific to year-end processes
  • Budget Loads (BLS) as requested by agencies, to assist with large volumes of commitment accounting changes.
  • Coordination of Benefit Enrollment Web Services with ERS to ensure successful integration and correct benefit plans and premiums for the next fiscal year for state resources on CAPPS Central (over 100 agencies and 80,000 employees).
  • Provide advanced Level 2 Service Desk support, including:
    • Handling complex tickets and escalations
    • Performing advanced troubleshooting and root cause analysis
    • Documenting issues and resolutions clearly
    • Executing basic system configuration and data corrections approved through change control
  • Coordinating with the Managed Services vendor responsible for Tier 3 work.
  • Ensure that all digital products, user-facing content, and system components meet WCAG 2.1 accessibility standards.
  • Maintain perceivable, operable, understandable, and robust user experiences.
  • Regularly review content and interfaces for accessibility compliance and remediate issues as identified.
  • Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for:
    • IT service management (ITSM)
    • IT asset management (ITAM)
  • Alignment of IT services with business needs.
  • Actively participate in the Major Incident Management (MIM) process for Priority 1 (P1) and Priority 2 (P2) incidents related to HR/PY responsibilities.
  • Participate in Disaster Recovery (DR) and upgrade testing activities, including test planning, execution, and documentation.
  • Make presentations at CAPPS User Groups and the CAPPS Steering Committee as requested, clearly communicating project status, issues, risks, and recommendations.
  • Participate as directed in annual SOC-1 attestation audits, ensuring controls are effectively designed and operated to protect the accuracy and security of CAPPS data.
  • Consider security, availability, processing integrity, confidentiality, and privacy when suggesting, approving, and implementing enhancements, process changes, or system fixes.

  • 10+ years – Extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.
  • 10+ years – Extensive knowledge supporting and providing oversight of batch jobs, including tools such as Run My Jobs (RMJ).
  • 10+ years – Extensive familiarity with support tools such as PUM, Fluid UI, and Elasticsearch/Search Framework.
  • 10+ years – Experience performing functional project management activities in support of the CPA’s CAPPS program or similar statewide ERP program.
  • 10+ years – Experience providing Tier 2 Service Desk support for a large network (30 or more) of agencies, with a Managed Services vendor providing Tier 3 services.
  • 10+ years – Experience supporting Priority 1 and Priority 2 incidents in coordination with a structured Major Incident Management (MIM) process.
  • 10+ years – Experience participating in Disaster Recovery exercises, including test planning and execution.
  • 10+ years – Experience preparing and presenting executive-level presentations to senior leadership and governance bodies.
  • 10+ years – Experience gathering and presenting data in support of audits and open records requests, including compliance and regulatory inquiries.
  • 10+ years – Experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 10+ years – CPA experience performing SQL actions needed to keep CAPPS and SPRS systems in sync.
  • 8+ years – Experience providing direct payroll support to multiple agencies, including assistance with quarterly 941 reconciliations, resolving payroll discrepancies, and coordinating corrective actions across statewide systems.
  • 8+ years – Experience planning and coordinating the Fiscal Year process at a statewide level.
  • 8+ years – Extensive knowledge and experience managing the Approval Workflow Engine (AWE) in PeopleSoft.
  • 8+ years – Experience preparing WCAG 2.1-compliant materials for distribution to end users and stakeholders.
  • 3+ years – Knowledge of ITIL principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM), with a focus on aligning IT services with business needs.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Preferred Qualifications:

  • 10+ years – Experience with and knowledge of production support activities for the CPA’s legacy Statewide Financial Systems or similar large-scale state financial systems.
