The Work

The CAPPS HR PY Payroll Analyst performs highly advanced (senior-level) consultative services and functional assistance work in support of the Centralized Accounting and Payroll/Personnel System (CAPPS) program. This role provides expert-level functional support for the PeopleSoft HCM 9.2 HR/Payroll (HR/PY) modules, including configuration, payroll processing, batch job monitoring, workflow management, technical coordination, accessibility compliance, and cross-functional collaboration with internal stakeholders, external agencies, and Managed Services vendors

Responsibilities

  • Perform highly advanced consultative services and functional assistance work to support the CAPPS HR/Payroll modules.
  • Provide day-to-day functional support for the PeopleSoft 9.2 Payroll module.
  • Troubleshoot payroll issues, including calculation errors, retro pay, tax discrepancies, and integration failures.
  • Support the full payroll cycle, including pay calendars, paysheets, payroll calculation, confirmation, and post-confirmation auditing.
  • Maintain payroll configuration, including earnings codes, deduction codes, garnishments, tax setups, pay groups, and tax reporting.
  • Collaborate with Time & Labor and Human Resources (HR) teams to ensure end-to-end process accuracy.
  • Create, modify, and troubleshoot PS/Queries for payroll reporting and data validation.
  • Work closely with technical teams to support enhancements, integrations, data loads, and application fixes.
  • Assist in applying PUM updates, testing patches, and validating tax updates.
  • Document functional procedures, test scripts, and configuration changes.
  • Provide user support, training, and guidance to payroll operations teams.
  • Participate in audit activities and ensure adherence to internal controls.
  • Assist agencies with quarterly 941 reconciliations to resolve discrepancies.
  • Perform calendar year-end (CYE) configurations specific to CAPPS Central processing.
  • Perform W-2 validation and reconciliation activities.
  • Collaborate and coordinate with Payroll Policy to file W-2/W-3s with the Social Security Administration accurately and on time.
  • Assist with payroll configurations including setup of earning codes, accumulators, pay groups, rate codes, pay calendars, deductions, garnishments, and commitment accounting.
  • Run payroll cycles (On-Cycle, Off-Cycle, Return Monies, Cancellations/Reversals).
  • Troubleshoot payroll errors and resolve payroll production issues.
  • Create and validate W-2 forms during CYE.
  • Provide oversight for tax update implementations.
  • Handle Right-to-Stop incentives.
  • Provide oversight for 3rd-Party Sick Pay during CYE.
  • Create and support synchronization of CAPPS payroll with SPRS/USAS using the CAPPS online interface.
  • Support payroll approval workflows between systems.
  • Configure and maintain core HR tables (job codes, positions, departments, compensation, etc.).
  • Apply understanding of HR business units, SetIDs, and table structures when performing configuration.
  • Configure workflow using Approval Workflow Engine (AWE).
  • Create queries using PS/Query and SAP Business Objects.
  • Serve as a functional point of contact for CAPPS HR/PY applications and CAPPS agencies.
  • Lead or support the HR/PY functional design phase, including development and/or review of Functional Design Documents (FDDs).
  • Perform functional configuration system changes and other assigned functional activities.
  • Configure and support PeopleSoft delivered features such as Page and Field Configurator, Drop Zones, Event Mapping, Page Composer, and other tools.
  • Assist with AWE configuration and management, including:
    • Workflow configuration and setup
    • User and role management
    • Notifications and worklist management
    • Monitoring and troubleshooting workflow issues
    • Customization and extensibility considerations
    • Performance and maintenance
    • Testing and documentation of workflow changes
  • Apply technical skillsets to support functional responsibilities, including:
    • PeopleSoft Application Designer (records, fields, pages, components)
    • Integration Broker (Web Services, REST/SOAP integrations)
    • SQR and BI Publisher report customization
    • SQL proficiency for analysis and troubleshooting
  • Maintain an understanding of PeopleSoft security, including State of Texas multitenancy requirements.
  • Plan, design, develop, implement, support, and maintain information technology security measures to safeguard system information.
  • Assist in monitoring all payroll batch jobs, including:
    • Tracking job schedules
    • Monitoring job execution
    • Detecting and responding to failures
    • Validating output
    • Managing dependencies
    • Performing performance tuning
    • Documenting processes and outcomes
    • Communicating and escalating issues appropriately
    • Ensuring compliance when schedules must be altered
    • Utilize and support tools and environments such as:
    • PeopleSoft Update Manager (PUM) and Change Assistant
    • Fluid UI changes and page navigation
    • Lifecycle management and selective adoption
    • Elasticsearch/Search Framework
    • Data migration and compare reports
  • Demonstrate strong problem-solving and troubleshooting capabilities.
  • Interpret State of Texas HR policies and translate them into system configuration and code modifications.
  • Conduct requirements gathering for break/fix items and system enhancements.
  • Develop and execute documentation and testing (UAT, regression testing) for changes.
  • Manage incidents in systems such as ServiceNow and BOSSDesk, keeping multiple systems synchronized with timely updates.
  • Communicate effectively with policy personnel, other analysts, over 100 agencies, and the Managed Services Tier 3 vendor.
  • Understand and account for interdependencies with legacy systems (SPRS, HRIS, etc.).
  • Provide structured cross-training to support junior analyst skill development.
  • Deliver comprehensive training and support to agency personnel consistent with established requests and organizational requirements.
  • Participate in expansion projects that include additional module implementations or enhancements for agencies.
  • Support cyclic processes such as fiscal year-end, calendar year-end, W-2 validation for distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
  • Perform all duties following CPA processes, policies, and procedures, within project scope and schedule, and in alignment with milestones, deliverables, and due dates.
  • Assist with Fiscal Year-End activities, including:
    • Reconciliations and verifications
    • System configurations and maintenance
    • Budget Loads (BLS) as requested by agencies to support large volumes of commitment accounting changes
  • Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, in coordination with a Managed Services vendor providing Tier 3 support.
  • Ensure that all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users.
  • Regularly review content for compliance and implement updates or remediation when accessibility issues are identified.
  • Oversee and act as the first line of support to ensure that only accurate data is produced, security (including multi-tenancy) is enforced, system performance is efficient, and all applicable policies are enforced.
  • Perform all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices for IT service management (ITSM) and IT asset management (ITAM).
  • Actively participate in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
  • Participate in Disaster Recovery and upgrade testing activities.
  • Make presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
  • Participate as directed in an annual SOC-1 attestation audit, ensuring controls are effectively designed and operated for security, availability, processing integrity, confidentiality, and privacy.

  • 8+ years – Extensive knowledge of federal labor laws.
  • 8+ years – Extensive knowledge and experience performing system configuration changes.
  • 8+ years – Extensive technical skillsets with PeopleSoft App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools to support functional responsibilities.
  • 8+ years – Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • 8+ years – Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
  • 8+ years – Extensive experience supporting the Payroll module in PeopleSoft HCM version 9.2.
  • 8+ years – Extensive knowledge supporting and providing support with batch jobs, including tools such as Run My Jobs (RMJ).
  • 8+ years – Experience preparing and presenting executive-level presentations.
  • 8+ years – Experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • 8+ years – Experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 8+ years – Experience planning and coordinating the Fiscal Year process at a statewide level.
  • 8+ years – Extensive knowledge and experience managing the Approval Workflow Engine (AWE).
  • 8+ years – Experience preparing WCAG 2.1-compliant materials for distribution.
  • 5+ years – Extensive familiarity with support tools such as PUM, Fluid, and Elasticsearch.
  • 5+ years – Experience providing direct payroll support to multiple agencies, including assisting with quarterly 941 reconciliations, resolving payroll discrepancies, and coordinating corrective actions across statewide systems.
  • 3+ years – Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for ITSM and ITAM that focus on aligning IT services with the needs of the business.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Preferred Qualifications:

  • 8+ years – Experience participating in Disaster Recovery exercises.
  • 8+ years – CPA experience performing SQL actions needed to keep CAPPS and SPRS systems in sync.
  • 8+ years – Experience providing Tier 2 Service Desk support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3 support.
  • 8+ years – Experience performing functional project management activities in support of CPA’s CAPPS program.
  • 8+ years – Extensive knowledge and understanding of applicable State of Texas policies.
  • 8+ years – Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.
  • 8+ years – Experience with and knowledge of production support activities for CPA’s legacy statewide financial systems.
