Employment in this role is conditional upon successful execution of the contract by the client.

The current period of performance is scheduled to end on June 30, 2027; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract 

The Work

The Technical Training Manager will be responsible for designing, developing, and implementing comprehensive training strategies to support business process improvements and technology implementations. This role involves curriculum development, instructional design, training delivery, and the creation of end-user performance support materials to ensure end-users effectively adopt new business processes and tools. The Technical Training Manager will collaborate with cross-functional teams, manage multiple training initiatives concurrently, and ensure alignment with project milestones and organizational goals.

Key Responsibilities

• Lead the design, development, and management of comprehensive training curricula aligned with Florida PALM implementation and agency initiatives.
• Develop and maintain role-based learning paths, instructor-led training materials, virtual content, self-paced eLearning modules, and blended learning approaches.
• Apply adult learning principles and established instructional design methodologies (e.g., ADDIE, SAM) to create effective learning solutions.
• Develop, execute, and manage comprehensive training strategies, schedules, communication plans, and deployment initiatives tied to project timelines and objectives.
• Oversee simultaneous curriculum development efforts, ensuring accuracy, consistency, and timely delivery.
• Oversee the development and maintenance of job aids, quick reference guides, standard operating procedures (SOPs), user manuals, knowledge-base articles, FAQs, videos, and other performance support tools using a variety of instructional methods.
• Ensure adherence to document management processes, version control, and accessibility standards.
• Maintain repositories for training deliverables and ensure compliance with agency policies and project documentation standards.
• Collaborate with business owners, subject matter experts (SMEs), project managers, change management teams, and technical teams to assess training needs and develop appropriate learning solutions.
• Support change management objectives by creating communication and learning strategies to drive user adoption and operational readiness.
• Assist in User Acceptance Testing (UAT) training readiness efforts, ensuring users understand testing processes, business scenarios, and system functionality.
• Organize and oversee diverse training delivery methods, including classroom-based, virtual, webinar, and hybrid training formats.
• Ensure effective preparation of instructors and provision of learner support.
• Assess training effectiveness using surveys, evaluations, metrics, and learner feedback.
• Recommend and implement enhancements based on post-training evaluations and other performance data.
• Provide mentorship and leadership to instructional designers, trainers, technical writers, and other training staff.
• Prepare executive briefings and deliver status reports on training progress, readiness metrics, risks, issues, and corresponding mitigation plans.

Qualifications – Here’s What You Need

• At least 7 years of training experience, including curriculum development for IT and instructional technology initiatives.
• Bachelor's degree in Instructional Technology, Computer Science, Information Systems, Education, or related field. Equivalent professional experience may be considered.
• Minimum of 2 years' experience in a training management role.
• Familiarity with ERP systems, business process transformation, and enterprise software implementations.
• Proficiency in adult learning principles and instructional design methodologies (e.g., ADDIE, SAM, etc.).
• Experience developing training solutions for large private sectors, public sectors, or government technology modernization initiatives.
• Demonstrated expertise in creating job aids, learning materials, and multimedia solutions.
• Advanced skills in curriculum design and creation of eLearning content.
• Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills Required:

• Must possess problem-solving skills.
• Exceptional communication skills, both oral and written
• Ability to respond effectively to customers with a sense of urgency.
• Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
• Highly motivated with the ability to handle and manage multiple tasks at any one time.
• Ability to forge new relationships, individual and teaming in nature.
• Must be a Self-starter, that can work independently and as part of a team.

Preferred Qualifications:

• LMS and eLearning Tools: Experience with Learning Management Systems (LMS) and eLearning platforms like Articulate Storyline or Captivate.
• Certifications: PMP, CPTD, ATD, Prosci Change Management, or relevant certifications.
• Florida-Specific Knowledge: Familiarity with State of Florida systems, including the Florida Accounting Information Resource (FLAIR) subsystem and Florida PALM project.
• Finance Knowledge: Understanding of finance and accounting practices, as well as Florida-specific procurement, budgeting, and grants management processes.
• Facilitation and Interpersonal Skills: Ability to foster collaboration, communicate effectively with diverse audiences, and build consensus.
• Software: Experience utilizing Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and SharePoint for documentation and collaboration
