Qualifications – Here’s What You Need
- At least 7 years of experience in planning, managing, coordinating, monitoring, and/or evaluating programs.
- At least 7 years of experience working on issues related to law enforcement, counterterrorism, border security, or criminal justice sectors (counterterrorism experience preferred).
- Demonstrated ability to collaborate effectively within U.S. interagency structures, particularly in an Embassy setting.
- Proven experience with U.S. government contracts, grants, and procurement mechanisms (e.g., interagency agreements, scopes of work).
- Experience designing, managing, and overseeing foreign aid programs, especially security sector capacity-building initiatives.
- Knowledge of engaging with foreign government officials from diverse cultural backgrounds.
- Outstanding written analytical capabilities, including reviewing program processes and recommending improvements.
- Active U.S. Top Secret Clearance with SCI eligibility.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

- Ability to handle sensitive and confidential information appropriately
- Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
Preferred Qualifications:
- Previous work in Latin America, particularly Paraguay or surrounding regions.
- Significant experience designing and overseeing foreign security assistance, including law enforcement capacity-building programs with an emphasis on counterterrorism.
- Master’s degree in a relevant field (e.g., International Relations, Criminal Justice, Public Policy, or Security Studies).
- Substantial experience working with interagency processes within a U.S. Embassy setting.

Reports to: Program Manager
Working Conditions
- Primary office within a secure U.S. Embassy compound, with periodic travel throughout the region.
- Travel expected under austere and challenging living conditions.
- Must be physically and mentally able to perform duties extended periods of time.
- Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
- Must be able to establish a productive and professional workspace.
- Must be able to sit for long periods of time looking at computer screen.
- May be asked to work a flexible schedule which may include holidays.
- May be asked to travel for business or professional development purposes.
- May be asked to work hours outside of normal business hours.
